这个to是不是多余的？

这个to的确可以省略,不过不省略也是正确的,可以从字面理解成"达到"或者"至"的意思,很粗略的理解翻译可以这么理解:"把我和他应该提交到同样的审查程度/标准/级别".

submit 的usage：
(1).Vi,表屈服，认输。eg: Tom refused to submit. Tom不服输。
(2).Vt,submit A to B. 将A呈递给B。
(3).其后加 that 引导的从句，表示“建议, 主张, 申辩”。eg: I submit that the terms are entirely unreasonable. 觉得这些话完全不合理。

资料显示，submit 不能跟双宾的。原文中的 to 不是expect的哦。
