第一题 句子主语是 the factory 谓语是 can produce 宾语是 2000 cars
setting up last year 是非谓语做定语修饰 the factory 由于set 与修饰的名词the factory 是被动关系（工厂是被建立的）所以不能用现在分词作定语，应该用set的过去分词形式即set（set-set-set三种形式同形）这句话可以用定语从句表示 The factory that(或which) was set up last year in this big city can procduce 2000 cars a year.这个大城市去年建成的工厂一年能生产2000辆小汽车。

第二题 there is 表单纯表存在，而it is 通常指上文提到过的。这是一句话没有上文。

第三题 这句话的主语是 The English teacher ，谓语是made 宾语是that it was improtant to learn a foreign language 。单词clear是做宾语补足语。
由于宾语太长，故把宾语从句放在句末，用it作形式宾语。真正的宾语是that it was improtant to learn a foreign language, that没有这样的功能。

1 last year去年，不是现在建，故用过去分词（set）作后置定语‘去年建的工厂’
2 固定句型 There is no need to do sth ‘没有必要做某事’
3 it代表前面提到的事，而 that 代替不可数名词，
